Rand Paul proposes constitutional amendment to restrict birthright citizenship

Senator Rand Paul (R-Ky.) has introduced a proposed constitutional amendment aimed at restricting birthright citizenship in the United States. The proposal seeks to modify the interpretation of the 14th Amendment regarding who is considered ‘subject to the jurisdiction of the United States.’

Under the current legal framework following Supreme Court rulings, children born on U.S. soil are granted citizenship regardless of their parents' immigration status. Paul’s amendment would limit this right to children of U.S. citizens, nationals, or those lawfully admitted for permanent residence. The move follows previous attempts to curb the practice via executive order, which were overturned by the high court.
