Real estate prices surge in Montenegro and Croatia

Real estate prices in Montenegro and Croatia are experiencing significant upward trends driven by supply shortages and evolving construction standards. In Montenegro, data from Monstata indicates that average new-build prices in the central region have seen massive increases since 2017. Notably, Nikšić is seeing prices approach those of the capital, Podgorica. In the second quarter of 2026, average prices for new builds reached 2,557 euros per square meter in Montenegro, with the coastal region leading at 2,838 euros. Experts attribute the rise in Nikšić to improved construction standards, including underground garages and advanced energy-efficient systems like heat pumps.

In Croatia, the Primorsko-goranska County is seeing prices exceed 2,800 euros per square meter, with Opatija nearing 3,800 euros. The growth is largely attributed to a lack of available housing supply. In the Rijeka area, developers face challenges such as limited geographic space for expansion, bureaucracy, and complex planning documentation. Experts suggest that future development may need to focus on coastal areas or the repurposing of former industrial sites to address the shortage.
