Recruitment networks lure foreign fighters into Russia-Ukraine conflict
Recruitment networks funded by the governments of Ukraine and, to a lesser extent, Russia, are using social media to attract foreign nationals to fight in the ongoing conflict. These operations often utilize platforms like Facebook, TikTok, and Instagram to target individuals with promises of high salaries, specialized training, and even deceptive job offers in sectors such as construction, security, or film casting.
In Brazil, the impact has been significant. Between 2024 and August 2026, 102 Brazilians were reported missing in combat, and 38 deaths have been confirmed. Most of these individuals were fighting for the Ukrainian side. Recruiters often cover costs for airfare, Schengen Area documentation, and transport from Poland or Hungary to Ukraine. Estimates suggest over 1,000 Brazilians are fighting for Ukraine, while dozens serve on the Russian side.
Investigations by Code for Africa and Politico highlight that Russian-linked networks use various brands, such as Military Staff Agency and Work in Russia, to target young men from low-income regions in Africa and Asia. These campaigns often promise monthly salaries of approximately $3,000 or signing bonuses up to $15,000. Despite interventions by tech companies like Meta, new accounts and websites continue to emerge.
