Red Sea security intensifies through new coalitions and maritime dialogues
Geopolitical and maritime security efforts are intensifying in the Red Sea and Gulf of Aden to combat rising threats such as piracy, human trafficking, and illegal fishing. A Saudi Arabia-led coalition of 13 countries has been formed to institutionalize regional security, with Rear Admiral Abdullah bin Salem Al-Shehri appointed to lead the multinational maritime defense effort.
In a separate diplomatic move, Pakistan, Saudi Arabia, and Turkey reportedly signed the Mecca Joint Defense Agreement on August 7, 2026, which includes mutual defense provisions similar to NATO’s Article 5.
Concurrently, security officials from Ethiopia, Yemen, Djibouti, and Somalia participated in a Maritime Law Enforcement Dialogue in Nairobi. Facilitated by the UN Office on Drugs and Crime (UNODC) and supported by the EU, INTERPOL, and the IMO, the dialogue focused on information sharing to address vulnerabilities. Officials noted that maritime forces are currently distracted by tensions in the Strait of Hormuz, providing opportunities for pirates to increase attacks in the Gulf of Aden.
