Rede Sol fuel distributor contracts with São Paulo and Rio state governments amid PCC probe

The fuel distributor Rede Sol Fuel has signed multi‑million‑real contracts with the governments of São Paulo and Rio de Janeiro. In São Paulo, the state’s Department of Hydrography approved a R$ 63.6 million contract in February 2024 for maritime diesel, later increased to about R$ 66.6 million after adjustments through 2025‑2026. Additional agreements cover gasoline for the São Paulo Metropolitan Trains (R$ 162 thousand) and fuel supplies for the state police, agricultural institute and a public hospital.

In Rio de Janeiro, the state police secured a R$ 168.8 million contract in March 2025 to provide nearly 37 million litres of fuel to its fleet, with possible extensions for up to ten years. Both contracts were finalized while Rede Sol is the subject of the federal “Operation Carbono Oculto,” which investigates alleged money‑laundering and links to the Primeiro Comando da Capital (PCC) criminal organization. The investigation has identified connections to investment funds such as Mabruk II, alleged to finance PCC activities. Despite the probe, the contracts remained in force, drawing scrutiny over potential corruption and the involvement of governors Tarcísio de Freitas and Claudio Castro, allies of former President Jair Bolsonaro.
