Spanish Government seeks to unblock housing decree amid legislative debate

The Spanish government is intensifying negotiations with parliamentary partners to unblock a housing decree aimed at regulating rentals. The Ministry of Housing seeks to advance a text that includes a reinforced extension for rental contracts, potentially benefiting 1.5 million households. However, progress is stalled by disagreements with groups such as Junts and Podemos, as well as demands from ERC to include measures against real estate speculation.

Simultaneously, the political group Sumar is pushing a legislative proposal in Congress to prohibit companies and investment funds from purchasing residential properties. This reform seeks to restrict property acquisition to individuals, aiming to decouple the residential market from speculative investment logic. The initiative targets both existing homes and new developments.

Minister of Housing Isabel Rodríguez has expressed frustration over the legislative deadlock, attributing delays to opposition parties and regional governments that refuse to implement rental caps. Meanwhile, a new European housing plan is creating further debate, as the Spanish government views it as a validation of its interventionist policies, while property sectors argue the European framework is less restrictive than current Spanish regulations.
