Regional Development Council proposes national security pact
The Regional Development Council (CRD) has proposed a national pact for citizen security, including a ten-year plan for the 2026-2036 period. The initiative aims to establish violence prevention as a state policy supported by a legal framework and multi-year budgeting.
Key strategic pillars of the proposal include strengthening family structures, education, employment, justice, and police modernization. Proposed measures include creating provincial family service centers, implementing intervention programs in high-crime neighborhoods, and providing monthly subsidies of RD$3,000 to 5,000 families contingent on school attendance and non-violent coexistence.
To address employment, the CRD suggests a six-month 50% salary subsidy for youth hired by companies and a RD$200 million fund for youth entrepreneurship. Regarding law enforcement, the plan proposes a minimum net base salary of RD$40,000 for the National Police, merit-based promotions, mandatory body cameras, and increased video surveillance integrated with the 911 emergency system.
