Lombardy approves new regulations for data centers

The Lombardy Regional Council has approved a new legislative project, the ‘Second Regulatory Revision Law of 2026’, which introduces stricter rules for the development and management of data centers. The measure aims to balance the growing digital sector interest with environmental and territorial needs.

Key provisions include mandatory high-efficiency water cooling systems to minimize consumption and requirements for electricity to be sourced from renewable energy agreements if not covered by self-production. To prevent infrastructure strain, new facilities must obtain grid connection feasibility certifications from Terna or local distributors before starting the authorization process.

The law also clarifies the role of local municipalities, particularly regarding installations on agricultural land or outside priority areas, which may require urban planning variations. These regulations make Lombardy the first Italian region to establish a structured framework for data center management, addressing local concerns regarding energy, water, and land use.
