Regional economic updates: Pristina heating project risks and Tirana construction boom

In Kosovo, Acting Finance Minister Hekuran Murati has expressed concern regarding an €80 million central heating expansion project in Pristina. Murati stated that the project is being jeopardized by the mismanagement of the enterprise 'Termokos' by the Municipality of Pristina. The government has worked to secure funding for the initiative, which has received significant support from the German government and the European Union, primarily in the form of grants.

In Albania, official data from the Ministry of Finance reveals a record surge in infrastructure impact tax revenues from new construction during the first half of 2026. Total revenues reached 18.3 billion lek, a 200% increase compared to the same period last year. Tirana remains the primary driver of this growth, accounting for approximately 68% of the total revenue, with construction permits in the capital corresponding to an estimated market value of €1.6 billion.
