Regulators and rivals clash over mobile spectrum as Brazil sanctions Winity and SpaceX targets US market

Brazil's telecom regulator Anatel approved a sanction against Winity for abandoning its 700 MHz spectrum rights acquired in the 2021 auction. The agency rejected a proposed sharing agreement with Vivo, leading Winity to renounce the frequencies just days before its first coverage deadline. Anatel ordered a warning and partial execution of guarantees related to the 2023 commitments.

In the United States, SpaceX announced plans to launch a mobile broadband service using its Starlink satellite constellation. The company has purchased 65 MHz of wireless spectrum from EchoStar for about $19.6 billion and aims to begin service by the end of next year, with next‑generation satellites slated for 2027. The news sent shares of Verizon, AT&T and T‑Mobile down 1%‑2.4% and prompted modest moves in European operators.
