The initiative aims to improve internet service quality and protect user rights through updated regulatory frameworks.

In Spain, the Ministry for the Ecological Transition and the Demographic Challenge (Miteco) has launched a public hearing for a royal decree to reform the Energy Savings Certificate (CAE) system. The proposal introduces energy saving auctions to direct investment toward specific technologies and sectors, such as electric mobility, housing rehabilitation, and projects for SMEs or vulnerable populations.
