Rennes Administrative Court issues separate rulings in Bretagne cases

The Administrative Court of Rennes has issued two distinct rulings involving regional disputes in Brittany.

In the first case, the court annulled the revocation of the director of the Fonds régional d’art contemporain (Frac) Bretagne. The former director had been dismissed for gross misconduct following investigations into allegations of sexual and gender-based violence. However, judges ruled on October 30, 2026, that the board of directors failed to sufficiently justify the decision. The court noted that the notification of the dismissal did not provide enough precision regarding the specific faults or clarify how the board reconciled divergent findings between two separate reports.

In a separate matter, the court rejected an urgent request from fourteen residents of the Kernoa neighborhood in Paimpol. The residents had sought to suspend a prefectural decree authorizing the felling of thirty-two trees to facilitate a 20 million euro urban rehabilitation project. The project, which includes the installation of a collective wood boiler, had already seen sixteen trees cut down by mid-October. The court's decision allows the felling to proceed, provided that compensatory measures and seasonal protections for wildlife are respected.
