Rep. Andy Harris clashes with student journalist over recording

Maryland Republican Representative Andy Harris faced significant backlash after a viral confrontation with Cat Murphy, a student journalist for the University of Maryland’s Capital News Service. Following a campaign debate in Cambridge, Harris demanded that a police officer intervene and attempted to have Murphy’s camera seized, claiming she was violating Maryland’s two-party consent law by recording him without permission.

Legal experts and news organizations noted that Harris’s interpretation of the law was incorrect, as there is no reasonable expectation of privacy during a public press briefing or news conference. Murphy, who was asking about the war in Iran, maintained she was simply performing her job. The incident, which included Harris threatening Murphy with prosecution, has drawn criticism regarding First Amendment protections and the treatment of the press.

In subsequent interviews, Harris defended his actions, stating he was pushing back against the “liberal media” and accusing Murphy of attempting to run the press conference rather than report on it. He declined to apologize, suggesting that Murphy’s failure to seek his permission for recording was the primary issue.
