Rep. Pramila Jayapal proposes $60 monthly produce subsidy for SNAP and low‑income families
U.S. Representative Pramila Jayapal (D‑WA) introduced the Fresh Bucks for Fresh Produce Act on July 2. The bill would create a pilot program that provides an additional $60 each month to households that receive Supplemental Nutrition Assistance Program (SNAP) benefits and to low‑ and middle‑income families whose earnings are at or below 80 % of the area median income. The funds would be loaded onto an EBT card and could be used only for fresh, frozen, or dried fruits and vegetables, as well as herbs and plants for home gardening.
Eligibility thresholds would vary by region—for example, about $63,000 in Bismarck, ND, versus $113,000 in San Francisco, CA. States would have to apply for federal grant money, with priority given to those demonstrating high food‑insecurity. The proposal, modeled after a Seattle pilot, was referred to the House Committee on Agriculture for review and possible amendment before a full House vote. Approximately 37 million Americans currently receive SNAP benefits, and the legislation aims to improve food security for this population and additional qualifying households.
