Rep. Sam Liccardo's Bills Central to Federal Housing Package

U.S. Representative Sam Liccardo helped author four provisions incorporated into the bipartisan 21st Century ROAD to Housing Act, the largest federal housing bill in decades. The legislation includes more than 40 measures aimed at increasing home supply, streamlining approvals, expanding bank financing limits and simplifying environmental regulations.

Liccardo’s key initiatives include H.R. 5591, a pilot program that would allocate about $100 million annually through 2031 to convert vacant or blighted office buildings into affordable housing. The program targets high‑vacancy areas such as San Jose, Campbell and Mountain View, where commercial vacancy rates hover around 30%. Another bill co‑authored by Liccardo expands loan options for manufactured homes and accessory‑dwelling units, allowing moderate‑income households to finance backyard homes. Liccardo cautioned that while the package represents modest progress, it will not resolve the rent‑burden faced by tens of millions of American families.
