Republic of Moldova simplifies renewable energy installations

The Parliament of the Republic of Moldova has adopted legislative changes designed to accelerate the installation of renewable energy technologies. The new regulations aim to remove administrative barriers for individuals, homeowners' associations, companies, and investors looking to install photovoltaic panels, heat pumps, and energy storage systems.

A key component of the reform is the elimination of requirements for urban planning certificates and construction permits in several scenarios. Specifically, these documents will no longer be necessary for installing solar panels and heat pumps on the roofs, facades, or land of individual houses, including duplexes and terraced homes. The rule also extends to installations on apartment blocks when the energy is intended for common areas.

The simplified procedure also applies to energy storage systems within photovoltaic parks or commercial, agricultural, and industrial sites. While technical documentation is being reduced to focus on essential electrical and structural components, technical expertise remains mandatory for complex buildings to ensure construction safety. Requirements for protecting cultural heritage in historical zones remain in effect.
