Rescued dog Rocky recovers after being found in Philadelphia trash bag

A small dog named Rocky is making a significant recovery after being discovered inside a trash bag in the Germantown neighborhood of Philadelphia on September 14, 2026. Found near West Clapier Street after a resident heard him crying, the approximately 9-pound dog was in critical condition with a body-condition score of 1/9, the lowest possible rating.

At the time of his rescue, Rocky was so severely malnourished and weak that he could not lift his head or move his legs. Following intensive veterinary care at Pinnacle Veterinary Specialists and rehabilitation managed by GoodBoy Dog Recovery, Rocky has regained the ability to stand, walk, and run.

As of early October, Rocky’s weight has increased to just over 18 pounds, though he requires further treatment to reach an estimated healthy weight of 30 pounds. An animal-cruelty report has been filed regarding the incident.
