Rhineland-Palatinate to tighten citizenship language‑test rules
The interior ministry of the German state of Rhineland‑Palatinate announced that it will examine ending the current exemption that allows naturalisation applicants to forgo a formal German language certificate in exceptional cases. The ministry said it is checking how to make the rule legally secure and that, if changed, a language certificate would be required for every applicant.
State Secretary Dirk Herber (CDU) stressed that German citizenship is a conscious decision that should be linked to the country’s language and values, and that requirements must be “binding, transparent and verifiable”. The ministry also cited federal application guidelines that permit a waiver when officials are convinced of sufficient language skills during a personal interview.
The policy has become a political flashpoint. During the 2024 state election campaign, the CDU criticised the exemption as “unacceptable”. After winning the election, the new CDU‑led government under Minister‑President Gordon Schnieder said the exemption would remain in “narrowly limited cases”, drawing accusations of a broken promise from opposition parties. Recent statements note that age‑related exemptions were lifted on 20 March, and that any waiver must still be substantiated by other evidence of language proficiency.
