Rhineland-Palatinate reports record data protection complaints

The State Commissioner for Data Protection and Freedom of Information in Rhineland-Palatinate, Professor Dr. Dieter Kugelmann, has announced record-breaking numbers for both data protection complaints and data breaches.

In the first three quarters of 2026, the commissioner received 1,796 complaints, surpassing the total of 1,717 recorded in the entire year of 2025. Similarly, data breach reports reached 1,010 by September 30, 2026, exceeding the 988 reports filed throughout 2025. Kugelmann noted that challenges such as hacking attacks and an increase in complaints involving artificial intelligence are rapidly increasing the workload for staff, making the strengthening of data protection supervision essential.

Notable cases reviewed include the misuse of official information access by government employees. In one instance, a social services employee in Kaiserslautern used a messenger service to contact a minor client privately. Additionally, several administrative proceedings are underway against police officers in the state for using official information systems for private purposes, such as investigating the relationship status of ex-partners or dating interests.
