Ricardo Roa's luxury Bogotá penthouse offered for rent despite embargo
The luxury penthouse of Ricardo Roa, former manager of Ecopetrol and former manager of Gustavo Petro’s presidential campaign, is being offered for rent in Bogotá’s Chicó neighborhood for 40 million pesos per month. The 400-square-meter property, known as penthouse 901, is currently under a judicial embargo ordered in January 2025 due to debts related to Petro’s presidential campaign.
Roa acquired the property in December 2023 through the firm Roca Bi SAS, in which he and his partner, Julián Caicedo, are listed as partners. The transaction was reportedly facilitated by retired police colonel Juan Guillermo Mancera, who purchased the unit at a significantly low price. Investigations by authorities and journalists have scrutinized the deal, including potential links between Mancera’s company, Gaxi, and Hocol, an Ecopetrol subsidiary, regarding a regasification vessel agreement in the Caribbean.
Roa and Caicedo are currently under investigation by the Prosecutor's Office and the Inspector General's Office for alleged influence peddling related to the acquisition of the property and Caicedo’s role within Ecopetrol.
