Ricardo Thompson Navarro receives second preventive detention order
Ricardo Thompson Navarro, founder of Ingemar and alleged partner of former Baja California governor Ernesto Ruffo Appel, has been issued a second preventive detention order. This measure is in addition to the mandatory preventive detention he has faced since July following charges of organized crime, smuggling, and hydrocarbon-related offenses.
The investigation, led by the Fiscalía General de la República (FGR), involves a suspected fiscal fuel smuggling network that allegedly used ferrotanks to illegally introduce fuel into Mexico. Authorities identified financial movements through Ingemar that were inconsistent with its tax profile, including flows exceeding 3 billion pesos in an account at Grupo Financiero Intercam between June 2024 and July 2025.
A judge in Almoloya de Juárez, State of Mexico, recently denied a request for a provisional suspension filed by Thompson Navarro's defense. The court ruled that the preventive detention was legally grounded and that the control judge possessed the authority to maintain the detention due to procedural risks and the nature of the crimes.
