Richard Caicedo appointed president of ICETEX

Richard Caicedo has assumed the presidency of ICETEX, the Colombian Institute for Educational Credit and Technical Studies Abroad. His appointment was presided over by the Minister of Finance, Miguel Gómez Martínez.

Caicedo brings 23 years of experience in higher education, institutional management, and technological transformation. His previous roles include serving as the Head of Governance for the Bucaramanga Mayor's Office and the Head of the Academic Development Office at the Unidades Tecnológicas de Santander. He also has expertise in e-learning policy and digital transformation.

His primary objectives include strengthening ICETEX programs and services, expanding the institution's presence in regional areas, and improving access and retention in higher education. The administration aims to modernize services through digital tools and more agile processes to facilitate access to student loans, scholarships, and other financing mechanisms.
