Richelieu council approves $5.4M loan for new city hall and library

The municipal council of Richelieu, Canada, has passed a loan bylaw of $5.4 million to fund the renovation and construction of a new city hall and library. The total project cost is estimated at $7.5 million, which includes $3.9 million for the city hall and $1.4 million for the library. Funding is expected to come from $2.4 million in subsidies, $2 million from municipal surpluses, and approximately $3 million from other sources, including contingencies.

Mayor Jacques Ladouceur noted that while the final price will be confirmed following the bidding process, the risk of unexpected costs is minimal. However, the project has faced criticism from former council members who argue the plan lacks long-term vision and sufficient space for future growth. On October 27, citizens will have the opportunity to express their opposition to the project through a formal registry of signatures.
