Richmond Mayor unveils draft immigration ‘trust policy’

Richmond Mayor Danny Avula has introduced a draft ‘Trust Policy’ designed to define the boundaries of interaction between city government and federal immigration enforcement agencies, such as U.S. Immigration and Customs Enforcement (ICE).

The policy follows a City Council resolution intended to protect the privacy of residents and ensure that immigrant communities can access public services, healthcare, and education without fear of federal repercussions. Key provisions of the proposal include restrictions on the use of city-owned property for immigration enforcement and strict rules regarding when city employees may access or disclose residents’ personal information.

Additionally, the city has announced further restrictions on federal access to automated license plate reader cameras. Mayor Avula indicated that the city will not renew its contract with Flock, a security camera company, though a contract with a different provider may be pursued. The administration is tasked with establishing formal regulations under this policy by January 1, 2027.
