Rio de Janeiro government dismisses 6,145 employees to save R$ 221 million
The Rio de Janeiro State Government has implemented a major administrative restructuring, dismissing 6,145 commissioned employees. This measure is projected to save R$ 221 million by December 2026. Many of the terminated individuals were identified as 'ghost employees' who lacked access to state digital systems and only appeared monthly to sign time sheets.
As part of the reorganization, the government has reduced the number of secretariats from 32 to 28 through mergers. New high-level appointments are being prioritized for career civil servants and are subject to evaluation by the Institutional Security Cabinet (GSI).
This restructuring follows the resignation of former governor Cláudio Castro, who was ruled ineligible for eight years by the Superior Electoral Court (TSE). Desembargador Ricardo Couto is currently serving as the interim governor. Additionally, a new decree has been issued by the interim administration to enforce political-electoral neutrality among high-level officials to prevent the use of public resources for political campaigning during the 2026 elections.
