Rio de Janeiro eliminates 1,050 vacant commissioned positions

The interim Governor of Rio de Janeiro, Ricardo Couto, has signed a decree to abolish 1,050 vacant commissioned positions within the state's Executive Power. This measure is the first phase of an administrative reorganization plan led by the State Secretariat of the Civil House to rationalize the distribution of such roles.

The initiative targets low-value positions, often referred to as ‘puxadinhos,’ which were created during previous administrations when larger structures were subdivided. While some of these roles carried symbolic monthly gratifications of only R$ 20, they allowed appointees to receive a total remuneration of at least one minimum wage (R$ 1,621), thereby increasing state costs.

The abolition of these vacancies does not affect current employees or those currently occupying positions. The primary goal is to prevent these unused roles from being available for future appointments. The largest reductions occurred in the Secretariat of the Civil House (369 positions), followed by the Secretariat of Government (77) and the Secretariat of Social Interest Housing (64). A second phase of the plan will focus on consolidating information regarding all vacant commissioned positions to create a unified view of the Executive structure.
