Rio de Janeiro launches real‑time electronic ticketing system

The Rio de Janeiro state government issued a decree establishing a new State Electronic Ticketing System. The system will give the state direct, real‑time access to every public‑transport boarding transaction, aiming to end the lack of transparency in fare revenues. The decree, signed by interim governor Ricardo Couto, fulfills judicial commitments with the Public Ministry and the State Court of Accounts and bans technical or contractual barriers that limit public oversight. The new model preserves the Bilhete Único Intermunicipal and all legally mandated free rides, and its rollout will be gradual. Overall supervision and coordination will be handled by the Secretariat of Transport and Mobility Urban, while independent financial reconciliation mechanisms will separate the roles of technology operators, audit bodies and governance to avoid conflicts of interest and ensure traceability of fare resources.
