Rio de Janeiro legislature funds disaster relief as municipalities brace for 6x1 work rule costs

The Rio de Janeiro state legislature (ALERJ) approved a law to transfer R$45.5 million to 26 municipalities declared in public calamity, allocating R$1.75 million to each for emergency actions in social assistance, health and infrastructure. The measure, authored by Deputy Douglas Ruas and Vice‑President Guilherme Delaroli, was signed into law, with a partial veto by the interim governor concerning reporting obligations.

At the same time, a proposed constitutional amendment to end the 6x1 work schedule—reducing the weekly workweek from 44 to 40 hours—could raise municipal spending dramatically. The National Confederation of Municipalities estimates a need for 25.8 k new staff and a fiscal impact of R$1.5 billion, while a consultancy commissioned by the National Prefects' Front projects total added costs of up to R$34.5 billion, largely from increased outsourcing contracts. Municipalities may face higher taxes or reduced services to cover the shortfall.
