Rio de Janeiro legislature mandates support points for app delivery workers
The Legislative Assembly of the State of Rio de Janeiro (Alerj) has approved Law 11.119/26, which establishes mandatory support points for app-based delivery workers. The legislation aims to provide essential infrastructure for professionals who spend long hours on the streets.
Under the new law, these support points must provide access to bathrooms, potable water, resting areas, and dining facilities. Additionally, they must offer parking for motorcycles and bicycles, free Wi-Fi, and charging stations for mobile devices. The costs for implementing and maintaining these spaces are to be borne by the delivery platforms, with no charges passed on to the workers.
Platforms may organize these spaces individually, through partnerships with other companies, via associations, or in collaboration with commercial establishments. Non-compliance will result in penalties, including a fine of R$ 4,960.40 (in 2026 values), which doubles for repeat offenses. Proponents of the law, including Deputy Guilherme Delaroli, argue that platforms possess the financial capacity to provide these basic working conditions for a sector vital to urban functionality.
