Rio de Janeiro opens bidding for international tourist Tax Free system

The Rio de Janeiro State Finance Secretariat has published a bidding notice to hire a company to operate a Tax Free system. This mechanism will allow international tourists to receive a refund of the ICMS tax paid on purchases made within the state.

To qualify for the tax restitution, goods must be removed from the national territory within 30 days of the purchase. The bidding process will use a global technique and price criterion, with proposals due by December 2, 2026.

The initiative follows years of advocacy by Fecomércio RJ and the National Confederation of Trade in Goods, Services and Tourism (CNC). Research conducted by Fecomércio RJ suggests the system could increase annual international tourist spending by approximately R$ 1 billion, with 46% of surveyed tourists indicating they would spend more in Brazil if the mechanism were available.
