Rio de Janeiro police operation investigations remain open one year later

One year after Operation Contenção, investigations into the deaths resulting from the police action in Rio de Janeiro's Alemão and Penha favela complexes remain inconclusive. The operation, which took place on October 28, 2025, involved more than 2,500 civil and military police officers and is considered the deadliest in the state's public security history.

The operation resulted in 122 deaths, including five security agents. While police stated that 117 non-officers died during exchanges of gunfire, residents and relatives have reported episodes of torture and execution. The Civil Police, Federal Police, and the Public Ministry of Rio de Janeiro (MPRJ) are currently investigating the circumstances and those responsible for the deaths.

The state government stated the offensive aimed to capture criminal leaders and disrupt the financial and logistical structures of the Comando Vermelho faction. To mark the anniversary, the social collective Frente Penha is organizing a demonstration in the Penha community to honor victims and denounce state violence.
