Rio de Janeiro power outage triggers consumer compensation process
Strong winds on 29 July caused widespread power outages in Rio de Janeiro, damaging household appliances, food and medicines. Under the Consumer Defense Code and ANEEL regulations, consumers may seek reimbursement from the electricity distributor.
Consumers should contact the distributor, register the incident, and provide the approximate date and time of the outage, as well as details of the damaged items (brand, model, usage time). They must keep proof such as photos, videos, invoices, technical reports and repair quotes, and avoid repairing the equipment before the distributor’s inspection unless authorized.
The distributor must inspect perishable‑food appliances (e.g., refrigerators, freezers) within one business day and other equipment within ten days. It must communicate a decision within 15 days if the claim is filed within 90 days of the damage, otherwise within 30 days. When approved, reimbursement—either repair, replacement, or monetary compensation—must be provided within 20 days. Claims can be filed for up to five years, but consumers are advised to act promptly. Procon‑RJ legal director Silvio Romero outlined these steps.
