Rio de Janeiro recovers 80% of stolen vehicles; Niterói reports sharp crime declines

A study by the Rio de Janeiro Institute of Public Safety found that in 2025 about 80% of stolen or hijacked vehicles in the state were recovered, with the majority located in five municipalities: Rio de Janeiro, Duque de Caxias, São Gonçalo, Belford Roxo and São João de Meriti. Of the 17,228 recoveries, 95.4% of cars and 64.4% of motorcycles were found within 72 hours, and reporting to police occurred within three days for over 92% of cases.

At an international forum in Morocco, Niterói mayor Rodrigo Neves presented the city’s "Pacto Niterói Contra a Violência" program. He highlighted a drop in the homicide rate from 27 to 11 per 100,000 residents over ten years and a more than 400% reduction in adolescents arrested for drug‑trafficking. Neves stressed that integrated prevention, intelligence, social policies, community participation and technology were key to these results and called for broader cooperation against organized crime and illicit arms trade.
