Rio de Janeiro creates agencies to coordinate territorial reoccupation
The Government of the State of Rio de Janeiro published a decree establishing two new bodies – the Integrated Management Office (GGI) and the Integrated Territorial Management Office (GIGT) – to coordinate, monitor and implement the Territorial Reoccupation Plan. The plan, devised to reclaim areas dominated by organized crime, is organized around five axes: security and justice, social development, urbanism and infrastructure, economic development, and governance and sustainability. The GGI will promote articulation among state, municipal, federal agencies and the justice system, while the GIGT will operate with representatives from each axis. The state security secretariat is finalising the tactical phase that precedes the operational phase. Civil‑society participation is a core element; residents will have a voice in the GIGT’s monitoring. Research from Instituto Data Favela, the Central Única das Favelas (Cufa) and the State Secretariat of Social Development and Human Rights informed the plan, which originated from the ADPF 635 “Favela” ruling and was approved by the National Council of the Public Ministry.
