Rio Grande do Norte prison officials resign after escapes and controversy

The leadership of the Rio Grande do Norte State Penitentiary Administration has undergone significant changes following security breaches and controversial incidents. Secretary Helton Edi Xavier da Silva and Deputy Secretary Arméli Marques Brennand were removed from their positions by the state government.

The resignations follow a July incident at the Rogério Coutinho Madruga penitentiary, part of the Alcaçuz Complex, where 11 inmates escaped by digging a hole through a toilet pipe. Additionally, a video surfaced showing Deputy Secretary Brennand conversing with an inmate who identified himself as a member of the Comando Vermelho criminal faction. During the exchange, the inmate argued that allowing bi-weekly intimate visits would help maintain discipline among prisoners, while also issuing threats regarding potential confrontations with prison officers.

In a related development, Reinaldo Paiva Galvão, the director of the Rogério Coutinho Madruga unit, also resigned from his post. While the State Secretariat of Penitentiary Administration (Seap) characterized these changes as occurring within “administrative normality,” the departures follow intense scrutiny of the state's prison security and management.
