Rio Grande do Sul approves ban on synthetic nicotine products
The Legislative Assembly of Rio Grande do Sul has approved a bill in its Constitution and Justice Commission that prohibits the sale of products containing synthetic nicotine to end consumers. The legislation, PL 259/2026, also aims to provide incentives for the industrialization of natural nicotine extracted from tobacco grown in the state.
The tobacco sector is a vital economic driver for Rio Grande do Sul, contributing to approximately 94% of Brazil's non-manufactured tobacco exports, which totaled US$ 2.53 billion in 2024. Proponents of the bill, including Deputy Carla Silva, argue the measure protects rural producers and ensures job security by adding value to local production.
Opponents, such as Deputy Rodrigo Maroni, contend that the bill represents undue state interference in free enterprise and may limit consumer choice and innovation. Meanwhile, industry leaders note that the sector faces significant challenges, including the rise of illegal products, which currently account for 30% of the market.
