Rio Preto City Hall seeks freeze of R$ 2 million against Santa Casa

The Rio Preto City Hall has requested a court order to freeze up to R$ 2.06 million transferred by the Santa Casa de Misericórdia de Casa Branca to the Association Essencial Saúde. The legal action aims to investigate alleged irregularities regarding an R$ 11.9 million agreement intended for medical examination drives.

The City Attorney's Office is also seeking to include Essencial Saúde and Nolicap Soluções Empresariais Ltda. as defendants in the case. Authorities are requesting the lifting of bank secrecy for Santa Casa and access to Essencial Saúde's financial records to track the movement of public funds.

Investigations follow the discovery of contracts totaling approximately R$ 11.1 million—roughly 93.5% of the total agreement value—between Santa Casa and private entities. The City Hall alleges these contracts may be simulated, suggesting that Santa Casa lacked the technical capacity to execute the services directly and instead outsourced nearly the entire project to private companies.
