Riverside County faces lawsuit over Emmanuel Haro death

A civil lawsuit has been filed against Riverside County on behalf of Promise Faith, the three-year-old sister of Emmanuel Haro, alleging that social services failed to protect the children from harm. The lawsuit claims the Riverside County Department of Public Social Services missed multiple opportunities to intervene, specifically noting that warning signs existed prior to Emmanuel's birth and that risk assessments were inadequate following the discovery of a firearm in Rebecca Haro's possession.

Investigators previously determined that Emmanuel Haro did not die in a kidnapping as his parents had reported, but had actually died weeks before the 911 call was placed. Both parents have been convicted in connection with his death: Jake Haro received a sentence of 25 years to life for murder, while Rebecca Haro was sentenced to 12 years and eight months for charges including involuntary manslaughter and child abuse. Emmanuel's remains have not yet been recovered.
