Riverside County Social Services Sued Over Infant Death
A lawsuit filed in Riverside County Superior Court on behalf of the three‑year‑old sister of Emmanuel Haro alleges that the Riverside County Department of Public Social Services (DPSS) failed to act on multiple abuse warnings before the seven‑month‑old infant died in August 2025. The complaint says DPSS ignored a June 2024 child‑abuse hotline call, overlooked the father Jake Haro’s prior felony conviction for child cruelty, and dismissed an unsecured firearm found at the home, ultimately allowing the abuse to continue.
Attorneys from Booth Law, led by Roger Booth, argue the department performed a “perfunctory, inadequate investigation” and that the tragedy was preventable. The suit seeks justice for the surviving sister, who suffered developmental delays and severe anxiety, and aims to highlight systemic failures within the county’s child‑protection system. Riverside County officials have not yet responded to the filing.
