Road 463 reopening threatens to isolate Palestinian communities near Ramallah

The Israeli military is reportedly preparing to reopen Road 463 to settlers, a move that could significantly impact the Ramallah and Al-Bireh governorate. The road, originally constructed in 1994 to connect the settlements of Beit El and Dolev, has seen restricted use since the Second Intifada.

Reopening the approximately 10-kilometer stretch could isolate eight Palestinian villages and residential neighborhoods from the rest of the urban area. This would force tens of thousands of residents to use an alternative, heavily congested route near the Jalazone camp. The plan involves establishing new military sites and checkpoints to facilitate settler movement.

The Wall and Settlement Resistance Committee has warned that this plan is part of a systematic effort to dismantle Palestinian geographic continuity in a region housing approximately 400,000 people. Critics argue the move violates international humanitarian law by altering the legal status of occupied land and threatening the social and geographic cohesion of the Palestinian population.
