Road safety initiatives target helmet compliance and speculation in Ouagadougou

Efforts to improve road safety and civic behavior in Ouagadougou are seeing mixed results. The Brigade Laabal reports that while helmet use has reached 80% to 90% in city centers, compliance drops significantly in outlying neighborhoods. The Brigade has warned of doubled sanctions for drivers who attempt to deceive checkpoints by carrying helmets rather than wearing them.

In addition to driver behavior, the Brigade is targeting economic misconduct. This includes speculators who have doubled or tripled helmet prices during awareness campaigns and parking managers who charge unjustified additional fees for guarding helmets. Authorities have threatened those found guilty of price gouging with community service.

Academic research supports the impact of communication on these behaviors. A study conducted at the Université libre du Burkina by Dabongné Hanifa Bénazir Koussoubé analyzed the effectiveness of the association ‘Zéro Goutte de Sang sur la Route’. The research found that approximately 95% of individuals exposed to the association’s communication efforts reported a change in their road behavior.
