Rožaje Municipality faces 4.5 million euro tax debt

The State Audit Institution (DRI) has reported significant financial mismanagement within the Municipality of Rožaje. According to the audit, the local government has accumulated over 4.5 million euros in unpaid taxes and contributions related to employee salaries, a debt that has been accumulating since July 2021.

In response to these obligations, the municipality requested a debt reprogramming earlier this year, which the Tax Administration approved in the amount of 3.1 million euros. The DPS Rožaje municipal committee criticized the local authorities, stating that the debt indicates serious weaknesses in managing public funds and that the administration must provide clear answers to citizens regarding these long-standing obligations.

The DRI audit also highlighted issues with budget transaction recording. Out of a sample of 71 transactions, irregular recording was found in 21.3 percent of cases, totaling 150,000 euros. Furthermore, the audit noted that while seven recommendations from a previous review were fully implemented and seven were partially implemented, five recommendations remain unaddressed. Other findings include a 20 percent increase in systematized jobs compared to 2022 levels.
