Romania addresses urban planning through new construction and strict enforcement

In Romania, local authorities are addressing urban planning and construction issues in two different regions. In the Mamaia resort, a new commercial investment by Joanna Design Art SRL is underway at the site of a former pool near Hotel Perla. The project, which includes a ground floor and a circular terrace, is expected to be completed by November 2027. While the developer claims they will not impact existing green spaces and will add new greenery, the construction is replacing a previously designated leisure area with concrete.

Meanwhile, in Băile Herculane, Mayor Gheorghe Orza has announced a crackdown on illegal constructions following the implementation of a new Urban Code. To identify unauthorized extensions or structural changes, the town will undergo aerial scanning this autumn. The technology aims to detect discrepancies of more than 1.5 centimeters between physical structures and cadastral documents. Property owners found in violation face significant fines, starting at 50,000 lei.
