Romania advances administrative simplification and digital notification measures

The Romanian Senate has passed a legislative project aimed at reducing bureaucracy by requiring public institutions to send automated digital notifications via SMS or email. These alerts will inform citizens at least 30 days before administrative documents, such as identity cards, driver's licenses, or passports, expire. The measure is intended to prevent fines and reduce congestion at public service counters by allowing citizens more time to schedule renewals.

In a related effort to streamline administration, the government under designated Prime Minister Luca Niculescu plans to implement a package of measures within its first 100 days to simplify access to European funds. This initiative focuses on digitalizing procedures, automating verifications, and standardizing contracts. A key principle of the plan is that the state should not request documents from citizens or companies that are already held by other government entities. To achieve this, the government aims to increase interoperability between various platforms, including the Ministry of Investments and European Projects, the National Agency for Fiscal Administration (ANAF), and the National Trade Register Office (ONRC).
