Romania advances transparency reforms for public officials and Ukraine military aid

The Romanian Ministry of Justice outlined the steps for publishing asset declarations, linking the amendments to the OECD accession process and to Milestone 431 of the National Recovery and Resilience Plan (PNRR). The proposed law consolidates and updates four integrity statutes, and the ministry has opened the draft to amendments from parliamentary parties such as the PNL, USR and UDMR.

In a separate case, the NGO APADOR-CH won a first‑instance ruling from the Bucharest Tribunal that obliges the Romanian government to disclose the numbers and dates of all decisions that approved military assistance to Ukraine since 2020. The court rejected the government’s claim of exemption under defence‑information law, emphasizing the public’s right to know how public funds are used. The decision can be appealed within 15 days.

Both moves are presented as steps toward greater transparency and alignment with European standards.
