Romania and Moldova enact pension rule changes affecting retirees
Romania will apply a 10% health‑insurance contribution (CASS) to the portion of pensions that exceeds 3,000 lei, beginning 1 August 2025. The levy is taken before the 10% income‑tax calculation, lowering net payouts for roughly 1.8 million public‑sector pensioners and also applying to private Pillar II, III and IV withdrawals.
Moldova has raised the statutory retirement age for women from 61 years 6 months to 62 years as of 1 July, continuing an annual six‑month increase aimed at equalising the retirement age with men by 2028. Women who have raised two or three children retain a reduced retirement age of 59, a provision that experts say may create discrimination issues.
