Romania and Moldova focus on agricultural and economic restructuring

In Romania, the National Pact for Agriculture and Sustainable Development (PNADDR) has proposed the ‘Romania 2050’ strategy. This national project aims to move beyond political cycles to focus on production, investment, and economic security. Key pillars of the strategy include using loans to fund production rather than consumption, processing raw materials domestically to replace imports, and transforming agriculture from a subsidized sector into a productive economic engine. The plan also emphasizes treating energy and water as strategic resources and evaluating European funds based on productive capacity created.

In Moldova, the agricultural sector is undergoing a structural shift from subsistence farming to organized agriculture. Economic expert Veaceslav Ioniță predicts agricultural production could reach 51.6 billion lei by 2026. However, a critical challenge remains the lack of irrigation infrastructure. While approximately 217,500 hectares were designated for irrigation in 2025, only about 30,000 to 40,000 hectares—roughly 1.6% of the country's agricultural land—are actually irrigated. This represents a significant decline from 1990 levels, when nearly 290,000 hectares were irrigated.
