Romania and Moldova introduce new elderly care and pension support schemes

Romania is set to implement a payment scheme for relatives who care for seniors at home under its National Strategy for Long‑Term Care (2023‑2030). Families will sign contracts with local authorities and receive a monthly allowance equal to half the gross base salary of a qualified home caregiver. The allowance will be funded at least 30 % by the state budget, with the remainder covered by municipal budgets, using European Union funds.

In Moldova, Prime Minister Vasile Tofan announced that the retirement age will not be increased despite a growing deficit in the pension fund. He said the government will look to balance the system by selling under‑used state assets and by gradually introducing a second pension pillar that creates personal pension accounts. Proceeds from asset sales are intended to cover the shortfall rather than raising taxes or contributions.
