Romania and Moldova launch rapid emergency response frameworks

The Romanian Government approved a manual for the Contingent Emergency Response Project (CERP), a World Bank Rapid Response Option that lets Romania draw up to 10% of undisbursed loan funds for swift action in natural, biological or technological disasters. The manual sets out activation criteria, eligible expenses, implementation procedures and the duties of the Ministry of Internal Affairs’ Department for Emergency Situations, the General Inspectorate for Emergency Situations and the Ministry of Finance, which will coordinate with the World Bank. It will be reviewed annually over a six‑year period.

In Moldova, authorities introduced a new national mechanism for risk assessment and management to improve protection of citizens and essential services such as water, energy, communications and transport. The framework, described as a national integrated risk analysis and management system for national security, aims to provide a coordinated response to emergencies and strengthen resilience.

Both initiatives represent steps by the two Eastern European states to formalise rapid‑response capacities and secure financing or organisational tools for future crises.
