Romania: Class funds and mandatory school fees are illegal

Under current Romanian regulations, specifically the Organizing and Operating Regulation for Pre-university Education units approved by Ministry of Education Order no. 5.726/2024, mandatory class funds are illegal.

Financial contributions, whether labeled as class funds, donations, or fees, cannot be imposed on families. Even if a majority of parents vote to collect a specific amount for school supplies or services, such decisions lack the legal authority to mandate payment from all families. Refusal to contribute cannot result in consequences for the student. While parents may choose to provide voluntary donations or sponsorships to support school needs, the state is responsible for the funding required for the functioning of educational units.
